Anything that boosts disruptor damage that isn't a tac console is fine in my book. The torpedo is pretty nice. The high-yield version shoot a destructible torpedo that does pretty good damage. Kinetic Torpedo builds focus on torpedo weapon damage and can be a single torpedo type (Photon/Quantum/Plasma, etc.) or mixed. These builds generally will use Concentrate Firepower and Torpedo Spread so torps that behave well and gain extra benefits under both modes are desirable. The problem with rhe cc set is that there is no beam weapon option to get the disruptor damage bonus, so I find it a pain to fit into some builds if you dont want a turret or torpedo.
Photon Torpedoes are much a much more self-contained weapon than phasers or disruptors. While the ship expends energy initially to fire the torpedo, the warp-sustainer propulsion engine and payload is contained within the torpedo itself, meaning that firing a torpedo would have a relatively low energy "cost" for the firing ship.
